Penalty for non maintaining minimum balance in my account?

I had a some balance in an account, IT park, bangalore branch.The bank has debited penalty charges from many past months & my bank balance is zero few months back. They continued to apply penalties. As I am aware bank has asked banks not to take advantage of customers inattention (in 2104). But i dont understand why your bank is charging penalties.

Please write to your home branch / bank for closing the account, since you are not operating the account and not interested in continuing with the same.
